Patrol Division
The Police Department is responsible for the enforcement of hundreds of state laws and city ordinances. Like all police agencies, it possesses a tremendous amount of power. For that reason, it must be ever diligent to see that the power is not abused. We realize that with power comes responsibility; responsibility to the people who place their trust and safety in this department and its employees. We also recognize that trust comes from knowledge and understanding. An open and involved administration is the key to gaining and maintaining public trust. An honest, conscientious, and professional work force is equally critical.
The members of the senior command staff of the Police Department pledge themselves to these principles. Likewise, citizens possess certain responsibilities; to uphold the law, to assist their Police Department in its efforts, to become knowledgeable of how the police do their job, and what they have set as goals for themselves. This information is prepared to acquaint you with the internal operations of the Columbia Police Department, its goals and objectives.

The Patrol Division, which is the largest element of the Police Department, is under the direction of Captain of Patrol James Hanvy. He is responsible for all regular patrol operations.
Directly under his command are three patrol lieutenants who are shift commanders for the three patrol shifts which operate daily. Under each shift commander are two sergeants to supervise the 13 to 15 patrol officers that are assigned to each shift.

The Patrol Division also includes the Community Oriented Policing / D.A.R.E. Unit . The Community Oriented Policing / D.A.R.E. Unit is assigned 1 Sergeant and 4 officers. Officers are selected from within the Patrol Division to form sub units which require specialized training. These included the SWAT (Special Weapons And Tactics)Unit, Honor Guard, and Motor Cycle Officers. The Reserve Officers program, also under the direction of the Captain of Patrol, is a great support unit to the patrol officers and the citizens of Columbia. Currently there are 24 Reserve Officer positions.

The Patrol Division is also very proud of Explorer Post #786. Several of our officers were members of the Law Enforcement Explorer Post.
