Citizen's Police Academy The Citizen's Police Academy is among the newest additions to the services and programs provided by the Columbia Police Department. The purpose of the Citizen's Police Academy (CPA) is to teach the Citizens of Columbia and Maury County both what the Columbia Police Department "does" in the way of providing police services, as well as why we do what we do. The goal being a greater understanding by the citizens of Columbia and Maury County, Tennessee as to how Law Enforcement works. Among the topics covered, are departmental policy and procedure addressing the Use of Force, Criminal Investigations Procedures, Emergency Vehicle Operations, SWAT Operations, Crime Suppression Operations, Narcotics & Vice Operations and General Patrol Functions. Instructors and practitioners having expertise in each of these, and other topics, will provide instruction to CPA participants about what the Columbia Police Department can and cannot do in each area of law enforcement discussed. Also covered, will be the limits and parameters set by local, State and Federal law, regulating Law Enforcement actions. It is the goal of the Columbia Police Department to host two CPA classes each year.
